On October 4, Immigration, Refugees and Citizenship Canada (IRCC) announced significant updates to the eligibility requirements for Canada’s Post-Graduation Work Permit (PGWP), set to take effect on November 1, 2024. These changes introduce a new “field of study” requirement for students applying for study permits after this date, which will notably impact graduates from college programs. The announcement follows additional restrictions imposed by IRCC on September 18, which include:

Extension of Foreign Enrollment Cap

An extension of the foreign enrollment cap through 2025 and 2026, reduced to 10% below 2024 levels.

Inclusion of Graduate Students in the Cap

The cap now encompasses master's and doctoral students beginning in 2025.

Eligibility for University Graduates

University graduates remain eligible for a PGWP of up to three years; however, public college graduates must have programs associated with high-demand occupations to qualify.

Limitations on Spousal Work Permits

Eligibility for spousal work permits will be further limited; spouses of master's students enrolled in programs shorter than 16 months will no longer be eligible.

Mandatory Language Proficiency for PGWP Applicants

Effective November 1, 2024, all PGWP applicants must demonstrate minimum language proficiency in either French or English.

Who Will Be Impacted by the Recent Updates?

In its most recent update, IRCC has confirmed that November 1, 2024, will be the cutoff date for the new regulations. Students who submitted an application for or held a study permit before this date will still qualify for a PGWP under the old rules.

However, students applying for a study permit on or after November 1, 2024, will be subject to the new regulations. A key component of these changes is the introduction of a “field of study” requirement for graduates from college programs, including degree programs.

What Remains Unchanged for PGWP Eligibility

  • Applicants are required to fulfill both general and physical location criteria after November 1, 2024.
  • They must successfully complete a program at a designated learning institution that qualifies for the PGWP.
  • The existing eligibility standards will continue to apply to applications submitted prior to November 1, 2024.
  • Graduates from flight schools eligible for the PGWP will follow the current criteria, as the new requirements will not impact them.

Language Proficiency Requirements

To meet the language proficiency criteria for the PGWP when submitting an application, accepted proof of language skills must be provided. The accepted tests include:

Field of Study

The IRCC revealed that 966 academic programs are now eligible for college graduates applying for a Post-Graduation Work Permit (PGWP). If a program requires a specific field of study, it must be linked to certain occupations experiencing long-term shortages. The eligible programs fall into five key sectors:

  • Agriculture
  • Healthcare
  • STEM (Science, Technology, Engineering, and Mathematics)

As a result, popular fields such as tourism, hospitality, and business programs will no longer be eligible for the PGWP.
